Webster Conservation Commission Meeting on Tuesday, October 11, 2016


The Webster Conservation Commission met with the Webster SelectBoard at 7:30 P.M. in the Town Hall Select Board office: Bruce Johnson, Mike Borek,and Nanci Schofield.

WCC members present: Chairperson, Chris Schadler, Mary Jo MacGowan,Sally Embley, Linda Clark, Nancy Van Loan, Betsy Janeway, and WCC Alternate:Bob Quinn.


Selectman Bruce Johnson explained to the Commission that there arefive projects in town which involve wetlands, brooks or the river, and theSelect Board wants to improve communication with the WCC so that theseprojects may be expedited within their time-lines, efficiently, and with theWCC’s approval.  The five projects are as follows:

1. Bashan Hollow Road widening, culvert replacement, and rain gardenplanted.

2. Pond Hill Road culvert replacement and silting problem at theboat launch area.

3. Town’s Salt Shed: moving the salt storage further from theBlackwater River.

4. Clothespin Bridge Replacement, requires permits and coordinationwith the Army Corps of Engineers. This is a major project.

5. Knight’s Meadow Brook’s three culverts at White Plains Roadcrossing.


Select Board agreed to notify WCC when meeting with engineer ErinDarrow about work to be done in or near wetlands, so two or more WCC memberscan attend.  

WCC members assured Select Board of their willingness to work moreclosely so as not to impede projects, and to express any concerns well ahead oftime.


The Select Board left the room to go into private session, and theWCC continued with their agenda.


1  Betsy Janeway wasappointed secretary.

2  The Commissionvoted topay the $55 attendance for each of three members to attend the annual NHACCconference on November 12th. Chris Schadler is presenting a workshop at theconference so gets in for free.

3  September WCCminuteswere amended for spelling errors and approved. From now on, minutes, once approved,should be sent to Michelle Derby at the town office, and should also be put upon the town’s web site.

4  EasementMonitoring walks will start at 9 A.M. at Janeway’s house on Wednesday, October19th. Janeway, Rockefeller, Riggs, Phelps and Mock lands need monitoring. The Riverdale Natural Area can be monitored on our trail-clearing day.

5  Trail Clearing atRiverdale will take place starting at 9:00 A.M. on Sunday, October 16th, withas many of us who can come, plus other volunteers.

6  Warner RiverDesignation: The WCC approved this project two or three years ago, and stillsupports it. Issues of private dams and hydropower projects are a problem.

7  Pond Hill CulvertReplacement: A motion was made by Mrs. Embley to accept engineer Erin Darrow’s answersto George Embley’s questions, and therefore we have no further objections tothe project.

8  It was moved byMrs. Janeway and voted upon to approve the payment of $266 in membershipdues to the NHACC (NH Association of Conservation Commissions).
